Deputy Head of Risk & Compliance
Location: Offshore.

The purpose of the role is to deputise for the Head of Risk & Compliance in overseeing and maintaining of the firm’s governance, risk and compliance programme with continual review of the risk and compliance framework.

This involves assisting with all areas of risk, including operational, regulatory and compliance, financial crime prevention and data protection risk, to ensure risks are being effectively identified, quantified and mitigated according to risk appetite.

The role is a business facing advisory role that is independent to business processes forming part of the second line of defence.

Promoting a positive compliance culture together with a proactive and forward-looking risk management outlook in a collaborative manner across the business is a key element of the role.

Principal Duties:
Deputising and provide support for the Head of Risk and Compliance, Jersey in all matters as required;
Providing a robust and consistent advisory service across the business in relation to Risk and Compliance matters as they arise with reference to relevant external legislation, regulation and policy as required;
Supporting the ongoing implementation of the Compliance Monitoring Programme to ensure it remains risk focused and relevant;
Supporting the Compliance Monitoring Manager in the completion of remediation projects resulting from the CMP as required;
Providing a monitoring and oversight function for the registers and control sheets maintained by the Risk & Compliance team;
Providing coaching, mentoring and training to the Risk & Compliance team as required;
Identifying breaches and recommend changes to systems and controls, policies and procedures to ensure compliance is achieved and maintained and risks mitigated;
Supporting the completion of governance reviews of the statutory files of the Affiliation Leader and the participating members ensuring their timely and accurate completion;
Supporting the annual external audit and liaise with the auditors as necessary;
Assisting with ensuring that any resulting action arising from audits are completed within agreed timescale;
Actioning risk and compliance tasks as set by the Head of Risk & Compliance within the required time-frame;
Assisting with the preparation of relevant Board and committee papers;
Implementing and recommend improvements to risk and compliance management information and prepare additional MI for the Head of Risk & Compliance and/or Directors/Partners, as required;
Assisting with general regulatory compliance queries from all areas of the business;
Maintaining and enhance the working relationship between the Jersey Risk & Compliance Team, the Customer Due Diligence team and business units through regular communication;
Liaising with the JFSC and other external bodies as necessary, under the supervision of the Head of Risk & Compliance;
Assisting with all desk top and on-site examinations conducted by the Jersey Financial Services Commission;
Assisting with ensuring that any resulting action arising from examinations conducted by the JFSC are actioned in accordance with PEMS deadlines;
Assisting with the updating of existing systems and controls, policies and procedures in line with changes in legislation and the regulatory regime to ensure they are fit for purpose;
Assisting with the drafting and reviewing of new compliance policies and procedures and other regulatory related documents;
Maintaining the Compliance Knowledge Bank in relation to regulatory matters;
Assisting with the annual fees/returns payable for the Affiliation Leader and Participating Members to ensure these are done in a timely manner;
Assisting with ensuring that internal documents relating to incorporations meet Registry requirements;
Maintaining and enhance the working relationship between the business and the Registry through regular and prompt communication;
Supporting a positive and meaningful relationship between the business and the JFSC through regular and prompt communication;
Aiding relating to data protection and GDPR;
Providing assistance with the implementation and maintenance of the risk and governance framework;
Undertaking other ad hoc Risk & Compliance projects as necessary;
Taking ownership for completing all professional and Carey Olsen CPD requirements.

The ideal candidate will be working towards, or is qualified as, ICA (International) Diploma in Compliance or equivalent and will have:

Experience in a senior risk, compliance and anti-money laundering role;
Experience in acting as, or supporting, Key Person roles;
Experience in people management responsibility, skills and experience;
Good understanding of the legislative and regulatory requirements including the JFSC TCB Codes of Practice and JFSC AML Handbooks;
Experience dealing with the JFSC and other external bodies with the knowledge to anticipate what is required to ensure ongoing compliance;
Good knowledge of Microsoft applications particularly excel;
Has a commercial outlook with an innovative approach to work;
Ability to engender and promote a positive compliance culture throughout the business;
Good knowledge of trust company business/administration;
Law firm experience preferred but not essential;
This is a full-time role working 37.5 hours a week.
